As the Steelers and the Seahawks took to the field for the Super  Bowl game, we were reminded that two years have passed since another Super Bowl  memorable moment: the Janet Jackson wardrobe disaster. Days from now, we'll  recognize another anniversary - the one year mark since the House overwhelmingly  passed HR 310, The Broadcast Decency Enforcement Act.&lt;br /&gt;&lt;br /&gt;Meanwhile the  Senate has been sitting on a Broadcast Decency bill and done nothing. It's time  for the Senate to move on this bill that the public is calling for and the House  has passed.&lt;br /&gt;&lt;br /&gt;While the incident with Ms. Jackson has become a pop-culture  hallmark, it is also a shameful demonstration of how little has been done to  decrease and provide heavy fines for          programming on television. But I still want to express my respect for their opinion as they provide a rich education on how the tax system works.&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;i&gt;&lt;span style="font-size:85%;"&gt; We haven't done any specific research on this topic, because they're not taken seriously by most scholars in the mainstream of tax policy. Why? Because the tax system's central goal should be to efficiently raise revenue for government programs, not serve as system of penalties and benefits to guide markets toward the outcomes preferred by lawmakers. Taxes are an important part of social engineering and besides, where are you suppose to get money to pay for your social policies? Isn't it appropriate to tax the worse offenders. I just heard some great news. One of the stories we aired earlier this week highlighting the problems of child prostitution in Mexico actually had an impact. U.S. government officials say that after our piece ran Mexican officials received a tip from a viewer who had seen the story. That tip led to the arrest of at least one American man who was caught making Nography with three little     s in Tijuana, the U.S. officials say. That man is now in jail and those three little     s are safe tonight, and for that, we are truly grateful.&lt;br /&gt;&lt;/i&gt;&lt;br /&gt;&lt;br /&gt;My question is how old were the young     s?  Seventeen and a half?  Why is the law and society treat the situation of a 18-year-old so differently from that of&lt;br /&gt;a seventeen-year-old? They do this by running internet websites loaded with vast quantities of unhealthy material, graphic images, stories and chat forums with sloppy or even non-existent controls to restrict access by our minor children.&lt;br /&gt;&lt;br /&gt;The internet today has created a situation where at least one member in upto every four households now engages in a very unhealthy addiction of indulging in this material. Scientific research has documented where this addiction is a leading factor motivating child abuse, spouse abuse, divorce, broken homes, employment loss and otherwise greatly contributing to the increase of those on the social welfare roles of government and charitable organizations. This tax would reimburse them for some or all of those costs.&lt;br /&gt;&lt;br /&gt;This tax would not only be fair but is urgently needed. It will is an important followup to Child Online Protection Act (COPA) that was passed by Congress a few years ago but never enforced. These broken families than go to create a huge burden on state and charity welfare systems.&lt;br /&gt;&lt;br /&gt;Why isn't their an organized effort to place a vice tax on the entertainment industry? They are making huge profits at the cost of degrading family values. Not only is this a category of the rich can easily be taxed, but they should be reimbursing society for the destruction and havoc that they create.&lt;br /&gt;&lt;br /&gt;They may be protected from getting shut down by Free Speach Rights. But since they operate as a business they should be subject to taxation and regulation accordingly, just like the alcohol, tobacco and gasoline industries.&lt;br /&gt;&lt;br /&gt;The State of California could make a fortune by tagging its biggest business, Google with a simple tax of $1 for every "adult image" that it has available for display on their website.&lt;br /&gt;&lt;br /&gt;A wide range of entertainment businesses are based in the cities of Los Angeles and San Diego.
